South Korea To Co Sponsor Un Human Rights Resolution On North Korea
The South Korean government has decided, after careful deliberation, to join as a co-sponsor of the North Korea human rights resolution set to be adopted at the 61st session of the UN Human Rights Council later this month. "The government has joined as a co-sponsor of the North Korea human rights resolution through consultations among relevant government agencies, based on the position of cooperating with the international community for the substantive improvement of the human rights of North Korean people," the government said Monday.
The government had been weighing its participation as a co-sponsor given its push to resume dialogue with North Korea. However, the decision appears to have been driven by the judgment that aligning with like-minded countries is diplomatically important. Earlier on Saturday, Unification Minister Chung Dong-young had said that "North Korea views [the human rights resolution] as a representative hostile policy," adding that not joining as a co-sponsor would be the right direction.
However, North Korea's hostile stance toward the South is so entrenched that abstaining from the resolution would not serve as a significant variable in inter-Korean relations — a factor that appears to have been considered in the final decision.
In fact, North Korean leader Kim Jong-un recently emphasized in a policy speech at the Supreme People's Assembly that "South Korea should be officially recognized as the most hostile state and thoroughly rejected and ignored through the most explicit words and actions." The UN adopts North Korea human rights resolutions each year — one at the Human Rights Council in the first half and another at the General Assembly in the second half.
South Korea participated as a co-sponsor from 2008 to 2018 but withdrew from 2019 to 2021 under the Moon Jae-in administration, considering the potential impact on inter-Korean relations. Seoul rejoined as a co-sponsor in 2022 after the Yoon Suk-yeol administration took office. After the launch of the Lee Jae-myung administration, concerns were raised about a possible withdrawal during last year's UN General Assembly human rights resolution, but the government ultimately joined as a co-sponsor.
